Summary

Define the initial voting power formula and quorum rules that combine NFT holdings and $JUNK token balances into one clear system.

Details

OBJECTIVE:
Ratify Governance v1.0 so voting power is predictable and aligned with long term holders.

VOTING POWER FORMULA:
• Punks Eternal: 5 votes per NFT
• Punks ReBased: 3 vote per NFT
• $JUNK: 1 vote per 1000 $JUNK held at snapshot time, capped at 100 votes from $JUNK per wallet

ELIGIBILITY:
Creation of a Proposal: A wallet with at least one Punk Eternal NFT.
Voting in a Proposal: Any wallet with at least one eligible NFT can vote.

COUNTING METHOD:
Simple majority of cast votes. Abstain is recorded and excluded from the majority computation.

QUORUM:
25 unique wallets minimum, or proposals auto-fail on expiry.

SNAPSHOT:
The internal ledger snapshot is automatically taken when the proposal is moved to active status.

AMENDMENT PATH:
Any change to weights or caps must be proposed as a Governance Amendment v1.x item.
